According to The Office of the High Commissioner of Human Rights: for the United Nation, in the:
Convention on the Prevention and Punishment of the Crime of Genocide
Approved and proposed for signature and ratification or accession by
General Assembly resolution 260 A (III) of 9 December 1948
entry into force 12 January 1951, in accordance with article XIII
"Article 2
In the present Convention, genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:
(a) Killing members of the group;
(b) Causing serious bodily or mental harm to members of the group;
(c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;
(d) Imposing measures intended to prevent births within the group;
(e) Forcibly transferring children of the group to another group."

These are genocide.
Acticle 2, section d: obviously refers to the destruction of potential population. The declaration does to refer to the prevention of one, or a million births: only to preventing births.
Legal abortion: whatever its' other intents: intends to prevent some, if not many future citizens of humanity, and of the countries where it is legal: from being born.
Thus: it destroys part of a future population: via imposed laws: which prevent citizens from stopping abortion, and which cause people to be allowed to perfrom abortions.
Therefore: whether or not the child is a person: does not make Abortion by state, or aided by state anything but Genocide in my possibly uneducated opinion.
How then: do so many governments throughout the world: so easily ignore what the World has declared as genocide?
