The Gypsies in Europe, are a noted people. Originating in India, and moving to Romania, the Gypsies, or Roma, are often even equated to 'stray' animals. They even struggle against such terribly harsh perception and treatment in their own original homeland, Romania. Across Europe, many powers have seen them as the equivalent of stray animals, even forcibly sterilizing them, as is well documented by non-governmental groups, and often noted by the World's largest charitable group, Caritas Internationalis. Nicolas Sarkozi, before leaving office, tried to tap into this sentiment, linking Gypsies to lower forms of human life, but Francois Hollande, has taken for his strategy a very hands on approach, against the persecuted group.
A capitalist sees people as an asset, to be used for the furtherance of their business interests, if not the state. Where capitalism is linked to xenophobia, it is not endemic. A socialist sees people as reliant on the state. Perhaps this is why Francois Hollande's socialists, after grabbing France, from Nicolas Sarkozi, have decided to renew the assault on gypsies. Leaving people homeless, without providing some real level of support, especially when those people belong to an endangered group, has had some raise the accusation of genocide, or the cleansing of undesirables. Gypsies are seemingly not party to the same free movement treaties some in Europe rely on. Evicting them, even given their persecuted status, certainly has been an approach some European countries have taken.
In South Africa, where a person displaced can go, as well as whether they face persecution, are factors taken into account when dealing with transient populations. The homeless are seen as being where they are, due to genuine need, and not for the sake of taking from society. Not so in current France, where Xenophobia, Ideology, and economics, have played out badly, for Europe's 'stray' peoples. The country, which has assisted the overthrow of so many countries, to fight 'tyranny' against the non-French, certainly doesn't mind sending the persecuted back to tyranny.
